Office of Goods and Service Procurement Policy (LKPP) of the Republic of Indonesia (RI) collaborating with Department of Governmental Studies of Universitas Muhammadiyah Yogyakarta (UMY) conducted a national seminar on ‘Carrier Opportunities of Goods and Service Procurement on Wednesday (21/11) at K.H. Ibrahim of UMY. At the seminar, the LKPP promoted the procurement professions.
Vice Rector III for Human Resources, Finance, and Assets of UMY Dr. Suryo Pratolo, M.Sc., Ak., CA., AAP-A. stated that the collaboration could create good university governance that goods and service procurement of UMY can be managed well to diminish corruption in a university level. “Good university governance should be arranged well. Goods and service procurement exists in not only government but also university so that UMY should understand the notion to eradicate corruption,” he explained.
“Financial management of UMY comprises of Money Full Function and Value for Money. First, the money full function means that all finance should be related to what we would like to achieve through strategic performance. Second, the value for money is defined as an action which we do transparency and use money wisely to purchase goods and services to coin efficiency and effectiveness in expenditure,” mentioned Suryo.
Meanwhile, Deputy of the Office of Development and Policy Strategies Dr. Salusra Widya, M.A. informed that the LKPP always seeks to make policies to adjust an outlay. “We have to spend the money properly and correctly. If the procurement is carried out well, the service will run well. For instance, we would like to construct a building, we have to buy materials and lease contractor services well. Then, we should monitor the constriction so that, when it is accomplished, the service will be comfortable for public,” maintained Salusra.
Salusra added that the Goods and Service Procurement should go hand in hand with technology development. “We have undergone three industrial revolution eras and the procurement has shifted along with the revolution changes. We had strategic procurement in Industrial Revolution (IR) 2.0., electronic procurement in IR 3.0, and digital procurement in IR 4.0.,” he mentioned. Salusra also expected that the cooperation between the LKPP and UMY could enhance people’s understanding of procurement professions.
Furthermore, Deputy of Human Resource Development of the LKPP Dr. Robin Asad Suryo, M.A. told that the seminar was a program mentioned on Memorandum of Understanding (MoU) signed by the LKPP and UMY. “Additionally, a course module of Goods and Service Procurement has been offered by Department of Governmental Studies of UMY,” said Robin.
