Timor Leste Security Issues Brought Sugito a Doctorate Degree

The security issue in Timor Leste is an interesting topic. This is because the level of public trust in state security institutions is not as high as their trust in informal institutions such as Falintil veterans, the uma lisan and the church. This topic was raised by Dr. Sugito, S.IP., M.Sc., to work on his dissertation.

Through a dissertation entitled “The Role of Informal Institutions in the Security Sector in Timor Leste 2000-2012” Sugito earned his doctorate. He received the title after holding an open session for his doctoral promotion on Saturday (08/08) at the E6 Amphitheater Room, Gedung Kh. Ibrahim, UMY. With the cum laude predicate, he became the 32nd doctorate from the Islamic Political Doctoral Program – Political Science Faculty, Universitas Muhammadiyah Yogyakarta.

To work on his dissertation, Sugito travelled directly to Timor Leste and stayed for 20 days to meet with the community representing Falintil veterans, uma lisan, and the church. “My aim in conducting this research is to find out what the role of these informal institutions is and how the relationship between formal and informal institutions in Timor Leste is related to security issues,” he added.

From the results of his research, he found the fact that PPB had completely failed in carrying out security reforms in Timor Leste due to their limited problem solving capacity and the complexity of problems in that country. In addition, the existence of informal institutions that are toxic and tonic is another cause of the failure of PPB. “This failure can be covered up by the church, which acts as a mediator to provide a sense of security to the community through divine values. The Uma lisan also has a role that similar the church, but through animist values that are still held by the people in Timor Leste. It is better if PPB starts to rebuild its image by approaching and cooperating with tonic institutions,” he explained.

This open session procession was carried with health protocols as well as social distancing protocols and was attended by Dr. Ir. Gunawan Budiyanto, M.P., IPM., As chairman of the trial, Ir. Sri Atmaja P. Rosyidi, M.Sc.Eng., Ph.D., P.Eng.IPM., As session secretary, Prof. Dr. Tulus Warsito, M.Sc., as the promoter, Prof. Dr. Achmad Nurmandi, M.Sc., as co-promoter, and also several examiners, namely Prof. Dr. Phill.
